Grant Information

The City of Friendsville actively seeks grants and other funding opportunities to fund various projects, procure specialty equipment, and provide funding for training. Grant funding allows the city to go beyond the limits of its operational budget and provide solutions for evolving community problems.

CITY OF FRIENDSVILLE   REQUEST FOR QUALIFICATIONS HUD EDI SPECIAL APPROPRIATIONS 

GRANT ADMINISTRATIVE SERVICES

The City of Friendsville will be accepting proposals from qualified professional consultants for the following:

Provide grant administrative services for the City’s HUD Economic Development Initiative (EDI) Special Appropriation Project(s). 

Proposals must be received by Kim Rogers, Public Relations Coordinator, at P.O. Box 56 Friendsville, TN 37737, or via email at kim@friendsvilletn.gov no later than 4:00 p.m. local time on December 21, 2022. Proposals received after 4:00 p.m. on December 21, 2022, will not be considered.

The Consultant should be capable of providing any and all of the following services related to State or Federal Grant programs.

  1. Project Selection
  2. Public Notification & Involvement
  3. Project Eligibility
  4. Bidding Services
  5. Contracts and Wages
  6. Project Management
  7. Financial Accounting Management and Reporting

Proposal Requirements

The proposal should demonstrate that the Consultant understands the intent and scope of the project, the character of the deliverables, the services required for their delivery, and the specific tasks that must be performed while supplying these services. In addition, the Consultant should demonstrate the qualifications necessary to successfully complete this project. To assist in the evaluation process, please include the following in the proposal: introduction, Qualifications and Experience, and Qualifications and Experience of Key Staff.

Consultant Selection Procedure

An evaluation committee will review each proposal based on the following criteria:

  1. Responsiveness to project descriptionA
  2. The overall experience of the firm
  3. Performance on similar projects
  4. Specific experience of the proposed staff

The City of Friendsville will award a contract to the qualified firm or firms whose statement of qualifications has the highest number of cumulative points issued by the City and is determined to be the most advantageous to the City. The contract will include the scope and extent of work and other essential requirements. 

REQUEST FOR QUALIFICATIONS HUD EDI SPECIAL APPROPRIATIONS

ENGINEERING SERVICES

The City of Friendsville will be accepting statements of qualifications from qualified firms for the following:

ENGINEERING Services in connection with its HUD Economic Development Initiative (EDI) Special Appropriation Project(s). 

Proposals must be received by Kim Rogers, Public Relations Coordinator at P.O. Box 56 Friendsville, TN 37737, or via email at kim@friendsvilletn.gov no later than 4:00 p.m. local time on December 21, 2022. Proposals received after 4:00 p.m. on December 21, 2022, will not be considered.

The Engineering firm will assist in the design, the development of engineering reports, plans, specifications, and bid documents, and on-site inspection of the construction activities and any other Engineering Services as may be required during the program timeframe.

All proposals should be marked with the following language:  ENGINEERING SERVICES STATEMENT OF QUALIFICATIONS FOR THE CITY OF FRIENDSVILLE HUD EDI FUNDS.

Qualifications will be evaluated on the following factors:

  • Qualifications and Availability of Key Personnel (40 points)
  • Experience and Technical Expertise (30 points)
  • Scope of Services (30 points)

To be evaluated properly, the following must be addressed in detail:

  • Qualifications – Availability of qualified personnel and capacity of the firm to carry-out professional engineering services
  • Experience – Experience and technical expertise of the firm and its personnel, as well as information regarding projects previously undertaken, including the types and cost of projects.
  • Scope of Services – Summarize the scope and type of services, understanding of the program, and tasks.

The City of Friendsville was awarded a 2022 LPRF: Local Parks and Recreational Fund Grant.  The grant covers a pavilion, paved parking, and bathrooms. A project description is available at Friendsville City Hall.

Scope of Project Plans

  1. Purchase of new water meters. 
  2. Rehab of asbestos water lines in the downtown area.
  3. Upgrade the size of the water line in two areas to help with hydrant value
  4. Help existing sewer customers hook up to the sewer system.
