The City Council serves as the legislative branch of the City of Friendsville and is composed of members elected at large. The Council holds open public meetings to discuss and make decisions on local laws, policies, and other important matters that impact the community.
In addition to the City Council, the City of Friendsville has various boards and committees that assist in the governance and development of the city. These may include the Planning Commission, Board of Zoning Appeals, and other advisory or oversight boards as needed. Each board plays a vital role in shaping the city’s future through recommendations, reviews, and decisions on topics such as land use, zoning, development, and public services.

In accordance with Tennessee Code Annotated § 8-44-112 and Resolution No. 2025-02, the City of Friendsville Board of Mayor and Commission has adopted rules governing public comment during official meetings.
- Conduct and Decorum: Speakers must be respectful and maintain a calm and civil tone.
- If a speaker becomes disruptive or disrespectful, they will be asked to calm down and continue respectfully.
- The speaker will be asked to leave the meeting if the behavior continues.
Public Input Request
The Board welcomes public input and encourages citizen participation in local government. To ensure an orderly and productive meeting, the following rules apply to the public comment period:
- Sign-Up Required: Individuals wishing to speak must sign up in advance. Registration can be completed at City Hall or by emailing records@friendsvilletn.gov no later than 12:00 PM on the day of the meeting.
- Agenda-Only Comments: Comments must pertain to actionable items involving a vote that are listed on the current meeting agenda.
- Topic Declaration: Speakers must declare which agenda item they intend to address when signing up.
- Time Limit: Each speaker has a maximum of three (3) minutes to speak, unless the board votes to grant additional time.
- Name and Address Required: Speakers must state their name and address for the record.

Posting of Agendas and Meeting Minutes – Legal Requirements
In accordance with the State of Tennessee’s Open Meetings Act (T.C.A. § 8-44-103), public meeting agendas must be posted at least 48 hours prior to the scheduled time of the meeting. This requirement ensures transparency and gives the public a reasonable opportunity to be informed of the matters to be discussed.
In accordance with T.C.A. § 8-44-103, the City of Friendsville posts agendas and public meeting notices at least 48 hours in advance on the City’s official website and on the public bulletin board at City Hall. This method provides adequate and reasonable notice to the public of upcoming meetings and the subjects to be discussed.
Specifically, T.C.A. § 8-44-103(b)(1) states:
“A governmental body shall give adequate public notice of its meetings,it does not mandate a detailed agenda. Adequate public notice means notice reasonably calculated to give interested parties actual notice of the time and place of a meeting and the principal subjects to be discussed or decided.”
Regarding meeting minutes, Tennessee Code Annotated § 8-44-104 provides that minutes of public meetings must be recorded and maintained but cannot be posted or released as official until they are approved at the next regularly scheduled meeting. This ensures the accuracy and integrity of the official public record.
“The minutes of a meeting of any governmental body shall be promptly and fully recorded, and such records shall be open to public inspection. However, the minutes shall not be considered final or posted publicly until approved by the governing body at its next meeting.”
